Official Import Rules

Dogs need a MOCCAE import permit (valid 30 days), ISO microchip, current rabies vaccination, additional canine vaccinations (distemper, hepatitis, parvovirus, leptospirosis), a rabies titer test for dogs from some origins, and a government health certificate issued within days of travel. Dogs must arrive as manifest cargo — cabin and checked-baggage arrival are not permitted.

Breed restrictions

The UAE bans or restricts importing fighting-type breeds including Pit Bull types, Japanese Tosa, Dogo Argentino, Fila Brasileiro and certain mastiff and wolf-hybrid types. Restricted lists have shifted over the years — verify the current MOCCAE list before booking.

Muzzle & leash laws

Dogs must be leashed in public; muzzles required for large breeds in many public areas. Dogs are prohibited from most public parks and beaches in Dubai except designated areas.

Cargo-only arrival regardless of size. Emirates embargoes brachycephalic breeds year-round and applies summer heat embargoes (roughly May–September) for all animals via Dubai — winter travel is dramatically easier.
