Official Import Rules

South Korea requires an ISO microchip and a health certificate issued by the government agency of the exporting country (not a private or accredited vet). The health certificate must include the dog's microchip number, date of birth, and — for dogs aged 90 days or older from countries where rabies is present — the result of a rabies neutralising antibody titer test (≥0.5 IU/ml). The blood for the titer test must have been drawn within 24 months prior to arrival and tested by a government agency or internationally accredited laboratory of the exporting country. Dogs under 90 days old are exempt from the titer test but still require a microchip, and their age must be verifiable on the health certificate. Dogs from rabies-free countries may be exempt from the titer test. A government-issued health certificate is mandatory for all dogs entering South Korea — without it, the animal will be returned to the exporting country at the owner's expense. If travelling with 10 or more dogs and/or dogs, advance notification to APQA and prior approval for a quarantine facility is required; travellers with 9 or fewer animals do not need to file an advance declaration. The official APQA import page does not specify a 21-day or 30-day pre-travel window for the rabies vaccination itself — confirm any vaccination timing requirement directly with APQA. Dogs are inspected at the airport quarantine station on arrival.

Carry originals, confirm airline pet acceptance, and keep the official authority page saved offline.

Breed & Public-Space Rules

Breed restrictions

Five 'fierce dog' breeds (Tosa, American Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier, Rottweiler and crosses) may enter but must be muzzled and leashed in public, and owners need liability insurance; some housing and public-space bans apply.

Muzzle & leash laws

Fierce-breed list: muzzle + lead mandatory in public; fines are actively issued.

City & Housing Notes

Seoul, Busan, and Incheon have excellent pet infrastructure. South Korea has a rapidly growing pet culture — dog cafés are everywhere, pet supplies are abundant. Finding pet-friendly housing is improving but landlords may charge extra deposits.

Vets & Health After Arrival

Excellent veterinary care in major cities. Seoul has numerous 24-hour emergency animal hospitals. Korea has a strong veterinary education system. Common parasites: fleas and intestinal worms.

Leaving South Korea With Your Dog

Exiting South Korea requires a health certificate from an APQA-registered vet, endorsed by the local quarantine office. Allow 5-7 business days.
